Homeowners from a HOA asked if its legal to close the amenities. Are they entitled to a prorated refund of their quarterly assessment since they can’t use these amenities?

Owners are not entitled to a refund because the amenities were shut down. The owners of a property own the assets of the Association. It is the responsibility of the board to maintain the property. There is a budget in place that allows for the assets of the Association to be maintained, and it still important for the community to keep up with the maintenance of the property.
